According to sources, since the announcement of 20 percent increase in the salaries of federal employees made in federal budget 2012-13, the employees of PCCC have been running from pillar to post to get the said increment but to no avail. Sources said that Ministry of Textile had directed Secretary PCCC through a letter dated 15th November 2012, asking him to grant Ahoc Relief Allowance 2012 at the rate of 20 percent of basic salary and increase in pension and conveyance allowances to the employees.
Sources said that Zahid Nazir, Section Officer, MINTEX (PCCC) had issued the instructions vide MINTEX letter No F.4-41/20t0-PCCC, dated 15th November, 2Ol2 for restoration of 20 percent AD-HOC allowance and conveyance allowance w.e.f. 01-07-2012 and directed the Secretary, PCCC for its implementation.
The letter, a copy of which is available with Business Recorder states: "I am directed to refer to this Ministry's letter of even number dated 23/07/2012 on the above subject and to convey the approval of the Secretary, MINTEX for implementation of following Office Memorandums of Finance Division by PCCC accordingly:
(i).Finance Division's O.M.No 1(3)lmp/2012 dated 02/07/2012 and No F.4(3)R-4/201 I dated 23/0812012 regarding grant of Adhoc Relief Allowance 2012 at the rate of 20 percent of basic pay to the civil employees of the federal government as well as autonomous/semi-autonomous bodies/corporations."
Employees of PCCC have accused Vice President of PCCC of inordinate delay in granting 20 percent Adhoc Relief to the employees in compliance with the notification of federal ministry of finance. They said it has been observed that that the letter issued by the competent authority, MINTEX, Islamabad has been ignored by the Vice-President "Accounts Section, PCCC prepared salary bill for November, 2012 including arrears of 20 percent Adhoc allowance and Conveyance allowance and submitted to Vice-President, PCCC for approval/sanction of the amount whereas, the vice president, PCCC instead to approve the pay bill has verbally directed the Secretary, PCCC to pay the old salary, which is totally not acceptable to the employees," said Ghulam Mohiuddin, an employee of PCCC.
Sources said that more than 2000 employees of PCCC have been deprived of their revised emolument for the last 5 months. However, they said that other federal run departments have been disbursing revised salaries since MoF's notification. When contacted Secretary PCCC Gul Mohammad said that due to financial constraints Adhoc Relief allowance 2012 could not be disbursed to the employees of the committee. He said that Adhoc Relief and other allowances would be incorporated including arrears with basic salaries once financial issues of PCCC were settled. Gul Mohammad said he would be leaving for Islamabad to discuss the issue with competent authorities.
